Makes no sense: the web is for being international. Everyone (except CBC.ca) knows that, it seems.

C.c. the Minister of Global Affairs, the old "Foreign" and previously "External" Affairs Department."

Ok, I've looked at thing a little, and minister of "Global Affairs" doesn't exist (The Dept does, but it's Dion minister of Foreign, and another for International Trade).
